The side panel fabric has some stretch. The side panel sizes are:

Double: 40cm unstretched, approx. 55cm stretched.

Can I put an electric blanket over the top of the protector?

Yes, for safety reasons please always put the electric blanket on top of the protector. Always follow instructions on your electric blanket for correct usage.
